Egawa Tatsuya's Tale of the Russo-Japanese War: The Weather Is Fine but the Waves Are High (Nichiro senso monogatari: Tenki seiro naredomo name takashi) is the first manga on the Russo-Japanese War to be serialized and printed in Japan. The black and white cartoons of the manga describe Akiyama's friendships, the movement toward war, and the upheavals occurring in Japanese society after the Meiji Restoration. Egawa Tatsuya is an independent artist, has his own studio in Tokyo, and employs six assistants. Before Tale of the Russo-Japanese War , there were only two manga with that as its major subject. Before and during the Second World War Japanese manga were more severely regulated by the government than other genres. By using foreign languages and Japanese dialects, Egawa gives ample expression to each personality and the complexity of history and international relations.
