Cyprus and Turkey are linked to the EEC by association agreements which aim, after transitional stages, at establishing a customs union with the EEC. Although they are very diverse in many respects, such as size, factor endowment, economic potential, and historical experience, there are several reasons for discussing both in one chapter. First, they are reassessing their relationships with the EEC because of increasing disappointment about the economic effects of the association, and because of the changing political and economic environment due to the Mediterranean policy of the EEC and the second enlargement which is expected to further weaken their trade positions vis-à-vis the Community. Second, both countries are located in the highly sensitive eastern Mediterranean region at the periphery of the Socialist bloc and the Middle East. Their search for viable alternatives to the EEC option is of great political interest to Europe.1 Third, the search for alternatives reflects a new consciousness which seeks, by re-orientating their respective development strategies, to reduce economic dependence upon the European core.
