Abstract Of all the roles that Cardinal Richelieu played, that of chief minister to Louis XIII astounded contemporaries and posterity the most by its success. Generation after generation of scholars have sought to understand Richelieu’s ‘system’ by categorizing it as a ministériat, and his function as that of premier ministre.Ministériat or ‘ministerial government’ is a useful term in so far as it suggests that Louis XIII ruled primarily with ministers, working individually and collaboratively in and out of the royal council; and the complementary term ‘chief minister’ surely captures the reality that from 1624 to 1642 Richelieu was the mediator between king and council, acting both as intimate adviser to the king (in a maître--serviteur relationship, in the language of the day) and powerful controller of his fellow ministers (a protector-creature relationship).
